Collection ID is a personal field, for those that keep their own numbering system.
Disc ID is a value that is calculated from the actual CD (based on the length of the tracks and their starting points on the CD). With this value lookups can be done in a database like freedb.org or the commercial Gracenote that iTunes uses. This field will only be filled when you use the scan disc option to scan a CD in the drive.
